AI Voice Agents for Small Business Phone Calls
Picking an AI phone agent small business owners can actually rely on comes down to three questions: how many calls you get, how much setup you can handle, and whether you can live with per-minute billing. For most owner-run shops, a flat-priced AI receptionist such as Goodcall is the easiest start; Bland AI and Vapi suit businesses with a developer or an agency. This guide is for small business owners who miss calls and want to know what these tools cost and where they fall short.
Quick verdict
- Goodcall: best for a single-location service business that wants a predictable monthly bill and no coding.
- Bland AI: best if you have some technical help and want to pay only for minutes used.
- Vapi: best for developers or agencies building a custom voice AI agent with their own choice of AI model and voice.
We also looked at Synthflow, which the brief named. Its public pricing page now lists only an Enterprise plan starting at $30,000 per year, so it is out of reach for most small businesses and we left it out of the detailed comparison.
Methodology: what we checked
This is desk research, not a hands-on call test. In October 2026 we read each vendor's official pricing and product pages and recorded plan names, prices, billing model and listed limits. We did not place test calls, measure answer quality or time setup, so nothing below describes how natural each voice sounds.
For the legal section we relied on the Federal Communications Commission's 2024 declaratory ruling on AI-generated voices and on state call-recording rules. We dropped any vendor or feature we could not confirm on an official page.
How to choose an AI phone agent small business callers will accept
Start with the job you want the agent to do. Most small businesses need one of three things:
- Answer and capture. Pick up every call, take the caller's name, number and reason, and send it to you by text or email.
- Answer and route. Same as above, plus forward urgent calls to a person.
- Answer and act. Book appointments, look up orders or update a CRM, which needs integrations.
The first two are well covered by packaged AI receptionist products. The third usually needs either a connector tool such as Zapier or a developer platform. If you already automate with Zapier, Make or n8n, our comparison of Zapier, Make and n8n explains how those tools pass call data into the rest of your stack.
Then check four practical points:
- Number handling. Can you forward your existing number, or must you use a new one?
- Handoff. How does the agent transfer a caller to a human, and what happens after hours?
- Data retention. How long are call recordings and transcripts stored, and can you delete them?
- Billing model. Flat monthly fee or per minute? The cheaper option depends entirely on volume.

Prices are per each vendor's pricing page as of October 2026 and change often. Check before you buy.
Goodcall
Goodcall's pricing page lists Starter ($79), Growth ($129) and Scale ($249) per agent per month, with about 15% off on annual billing, plus a custom Enterprise tier. Every plan says "unlimited minutes," with limits set by unique customers per month instead (100, 250 and 500 respectively, then $0.50 per extra customer). Listed features include call answering and routing, lead qualification forms, conditional call forwarding, Zapier integrations and Google Voice compatibility.
The unique-customer cap is the detail to watch. A busy shop with many one-time callers could pass 100 a month quickly.
Bland AI
Bland AI's Start plan has no platform fee and bills $0.14 per minute of talk time plus $0.05 per minute of transfer time, with limits of 10 concurrent calls and 100 calls per day. The Build plan adds a $299 monthly platform fee, lowers the rate to $0.12 per minute and raises the limits to 2,000 calls per day. Bland says the per-minute rate includes the language model, speech-to-text and text-to-speech.
Bland is built around an API and visual call flows, so plan on some technical setup.
Which one to pick for your situation
A plumber, salon or dental office with steady inbound calls should start with Goodcall or a similar packaged AI receptionist. You get a fixed bill, and the main work is writing the greeting and the questions you want answered.
A business with seasonal spikes may prefer per-minute pricing. Paying $0.14 a minute means 500 minutes in a quiet month costs about $70 on Bland's Start plan, before any phone number fees, and nothing extra in months with few calls. Run your own numbers from last year's call log before deciding.
Anyone who wants a custom agent that books into their own system, speaks several languages or uses a specific AI model should look at Vapi.
Vapi
Vapi is a developer platform. Its pricing page lists a $0.05 per minute hosting fee, with transcription, AI model, voice and telephony billed on top at provider cost. The page gives ranges such as roughly $0.0077 to $0.0452 per minute for the OpenAI model and $0.0146 to $0.0238 per minute for ElevenLabs voices, so the total per minute depends on the parts you choose. Optional support packages run from Core at $29 per month to Pro with a $999 monthly minimum.
That flexibility suits agencies building agents for clients. For a single small business without a developer, it is more tool than you need.
Pricing and free-tier limits
None of these vendors offers an unlimited free plan. Here is how the entry points compare, per each pricing page as of October 2026:
- Goodcall: paid plans from $79/agent/month; annual billing lowers Starter to $66/month.
- Bland AI: no platform fee on Start; you pay per minute from the first call.
- Vapi: free to start with $5 in credits, then usage-based.
Two hidden costs show up across the category. Phone numbers and telephony are sometimes billed separately, and overage rules (extra customers on Goodcall, extra calls per day on Bland) can change the math for a busy month.
Consent, recording and disclosure
This section is general information, not legal advice. Rules vary by country and state, so check with a lawyer for your situation.
Outbound calls. In February 2024 the FCC issued a declaratory ruling that calls using AI-generated voices count as "artificial" voice calls under the Telephone Consumer Protection Act. In practice, that means AI voice calls to consumers generally need the recipient's prior express consent. Do not point an AI agent at a cold-call list.
Recording. Most AI phone agents record and transcribe calls. US states differ on consent: some, such as California, generally require all parties to consent to recording a confidential call. A short message at the start, such as "This call is answered by an automated assistant and may be recorded," covers both disclosure and recording notice in most cases.
Sensitive data. Clinics and law offices should confirm whether the vendor will sign the agreements their industry requires before letting an AI take health or client details.
What none of them do well
- Emotional or urgent calls. A frightened customer with a burst pipe needs a human fast. Set a keyword or menu option that transfers immediately.
- Messy edge cases. Agents follow the script you give them. Questions outside it get vague answers or a handoff.
- Pricing transparency at scale. Per-minute tools are cheap at low volume, but costs rise with every minute, and add-on provider costs make Vapi's final rate hard to predict before you build.
Limitations
This comparison is based on official vendor pages read on 2026-10-07. We did not test call quality, latency, accuracy or support, and features can differ by region or plan. Prices change often; treat the numbers here as a starting point and confirm on each vendor's site.
FAQ
Can AI answer my business phone?
Yes. Tools like Goodcall answer inbound calls, collect caller details and forward calls to a person. Most work by forwarding your existing number to the AI service, so you keep your number.
How much does an AI receptionist cost?
As of October 2026, Goodcall lists flat plans from $79 per agent per month, while Bland AI and Vapi charge per minute plus optional fees. Your call volume decides which model is cheaper.
Do callers mind talking to AI?
Some do, especially for urgent or emotional calls. Telling callers up front that they are speaking with an automated assistant and giving them a quick way to reach a person reduces frustration.
Do I need consent to record calls handled by AI?
It depends on where you and the caller are. Some US states require every party to consent to recording, so a clear recorded notice at the start of the call is the safe default. This is general information, not legal advice.
Conclusion
Pull your call log for the last three months and count calls, minutes and unique callers. If you get a steady flow of calls and have no developer, trial a flat-priced AI receptionist and set a clear human handoff. If volume is low or spiky, price out per-minute options instead. Pair whichever you pick with an AI scheduling assistant if most of your calls are booking requests, and see how much AI automation really costs before you add more tools.
